Ron Watson, Executive Director: Mr. Ron Watson is Founder and President of Watson Strategies, a full service lobbying firm, who helped spearhead the passage of the original “Charlotte’s Web / Low-THC Cannabis” bill in 2014 as well as the recent passage of SB 8-A, which implements Amendment 2.  In addition, he is the Executive Director of the Florida Society of Cannabis Physicians and is also the Director of Governmental Relations for AltMed, a Florida based medical cannabis company who recently was awarded a Florida Medical Marijuana Treatment Center license.

Mr. Watson has over 27 years of experience in Florida political, regulatory and lobbying endeavors. He formally lobbied for physicians and dentists with the Florida Medical Association (FMA), the Florida Osteopathic Medical Association (FOMA), and the Florida Dental Association (FDA).

During this time, he has developed excellent relationships with executive, legislative and regulatory leadership throughout Florida government. Mr. Watson has a comprehensive knowledge of laws, rules, budgets and regulations concerning medical, dental, pharmaceutical, tort reform and insurance issues. He also has extensive political involvement with patient advocacy and grassroots organizations, as well as organizing and managing political action committees.


Keith L. Bell, Government Policy Legal Counsel/Lobbyist: Mr. Bell works closely with the Florida State Legislature and with Florida Counties and Municipalities on issues related to the rapidly evolving field of medical cannabis law and regulation.  This work has resulted in an understanding of the needs and desires of medical professionals affected by these laws and regulations.  Mr. Bell formed FLSCP to serve as an arm of the Clark Partington Governmental Affairs Practice Group in an effort to organize Florida medical professionals into an advocacy group that will work toward the common goal of ensuring that future medical cannabis laws and regulations take into account the needs, the wants and the potential liabilities faced by medical professionals participating  in the medical cannabis industry.  Working throughout the entire State of Florida, Mr. Bell routinely speaks on cannabis related business and banking issues and regularly counsels business and banking clients when issues related to cannabis arise.  Mr. Bell takes a results oriented approach to his governmental affairs work that is both aggressive and efficient.



Scott A. Remington, Chairman:  Mr. Remington is a lobbyist and attorney licensed to practice law in the state of Florida.  He has over 20 years of experience in government affairs and currently serves as President of Clark Partington.  He has a strong understanding of local laws and regulations impacting business owners by routinely representing clients before public boards and bodies.  For his work in the public sector, Scott was recently recognized as #29 in Independent Weekly’s “Power List” – a list of the 100 most influential people in the community.






Sasha Noe, DO, PhD, Medical Advisory Committee Chair:  Dr. Noe is a dual doctorate, board-certified, award winning, family physician and researcher and one of America’s leading Medical Cannabis Physicians with extensive expertise in chronic disease management, preventative health, cannabinoid research, and medical cannabis. She regularly educates, advocates and consults on the medicinal benefits and uses of cannabis.

As the only known physician in the United States with a PhD in the specific field of molecular cannabinoid research, Dr. Noe’s award winning research has contributed towards the advancement of the therapeutic potential of cannabis over the past two decades and has been referenced worldwide in numerous scholarly articles and books.

Dr. Noe’s credentials include: Doctor of Osteopathic Medicine – Lake Erie College of Osteopathic Medicine, Bradenton – Florida; Board Certification – American Osteopathic Board of Family Physicians; Ph.D. from the Department of Medical Microbiology and Immunology in the field of Molecular and Cellular Cannabinoid Research – University of South Florida’s, College of Medicine; Chief Intern and Chief Resident – Family Medicine and Osteopathic Manipulative Treatment Program, St. Petersburg, FL; Owner of 3 medical practices: Apollo Beach Family Medical Center, Direct Family Care and Compassionate Medical Cannabis Care; President – Hillsborough County Osteopathic Medical Society; Extensive career in Research, Education and Professional Leadership

A native of the island of Trinidad, Dr. Noe has been a resident of the Tampa Bay area for over 20 years, and specifically Apollo Beach since 2003. She enjoys the small-town beauty and lifestyle of Apollo Beach with her husband of 25 years and their two children.

Dr. Noe’s partnership with the FLSCP provides its members with valuable insight and leadership from Florida’s medical community.  Coupled with the FLSCP’s governmental affairs team, Dr. Noe and the FLSCP are uniquely positioned to drive policy related to medical cannabis and keep the medical community informed of all developments, real-time.


Travis Peterson, Communications Director:  Travis leads FLSCP’s public relations and communications efforts.  A veteran of political and PR campaigns across the country, Travis brings a wealth of industry knowledge to our clients. From positioning and messaging to strategy and creative, he works to ensure strong, cohesive communication through various mediums.  When he’s not working (and sometimes when he is working), you can find him with his family at one of Pensacola’s beautiful beaches.
